Childish, yes, Funny, yes. Come on, it's Friday afternoon.
Apparently it means "full speed ahead for Top Gear", and refers to Top Gear Live's first ever appearance in Norway early next year. If "speed" really is "fart" in Norwegian, we would recommend our Scandinavian brothers brace themselves for a series of wind-based jokes once the show starts...
EDIT: According to TheDuisbergKid, a Top Gear fan corresponding on Twitter, the Norwegian for "speed bump" is "fart damper". What an excellent language.
